Moon Over Manifest by Clare Vanderpool

A girl is being raised rough by her father, on the road, since her mother abandoned her as a baby. When he realizes that she needs more than he is able to give her, he sends her to Manifest, a place where he was as a young fellow and that he liked. She is living with an odd preacher who is determined to do his best for her.
Soon after she arrived at Manifest, she discovered a hidden box of old letters from the first world war. After making friends, the three go into a pact to read all the letters and learn about all the hidden secrets of Manifest.
Reads like a Nancy Drew book.
